David is nationally known for representing companies and individuals when the stakes are greatest. Over the past several years he has successfully defended U.S. and non-U.S. clients against allegations of U.S. export and sanctions violations, and he has a proven track record for helping companies that are subject to government-imposed consent agreements. David provides counsel to some of the world’s largest aerospace and defense companies, conducting internal investigations, enhancing compliance programs, and interfacing with U.S. government regulators and enforcement authorities. David currently serves as a U.S. State Department-appointed monitor for a hi-tech company in California, his second State Department appointment.

In addition to export and sanctions, David represents clients in a variety of criminal and regulatory matters, to include: FCPA, government contract fraud, securities fraud, tax fraud, mail and wire fraud, theft of trade secrets, “Chinese scholar” investigations, espionage, and more. When these matters cannot be resolved by pre-indictment resolution, David’s clients rely on the skills he has developed over his thirty-years of practice and scores of criminal trials.

David has held senior positions at United Technologies Corporation (UTC), including Global Director of Compliance Investigations; Associate General Counsel for International Trade Compliance for United Technologies Aerospace Systems (formerly Hamilton Sundstrand); and Director of Business Practices for the Americas. Before UTC, he served 17 years in the Department of Justice, including as a Trial Attorney in the Public Integrity Section in Washington, D.C., and as a Supervisory Assistant U.S. Attorney in the District of Connecticut.

David is Partner-in-Charge of the firm’s Washington, D.C. office, and co-chairs the firm’s White Collar Defense and Investigations and International Trade Compliance Practice Groups. He has served on the board of directors for Lawyers Collaborative for Diversity; the board of overseers for the District of Connecticut Criminal Justice Act Panel; the Connecticut Bar Association’s Diversity and Inclusion Committee; U.S. District Court selection panels; and has conducted confidential investigations for the U.S. District Court. His most rewarding extracurricular activity involves teaching law at an inner-city magnet school.

David clerked for the Hon. Karen LeCraft Henderson on the U.S. Court of Appeals for the D.C. Circuit. He is a graduate of Harvard Law School (magna cum laude) and Harvard College (summa cum laude).
